Res. No. 407 Title Resolution calling upon the New York State Legislature to pass A. 11305 and S. 7387 that would amend the vehicle and traffic law to increase fines and impose drivers' license penalty points for violations of truck route signs. Body By Council Members Yassky, Addabbo, DeBlasio, Liu, McMahon, Nelson, Reyna and Vallone; also Council Members Avella, Dilan, Quinn, Sanders, Sears, Serrano and Gerson Whereas, Regulation of truck traffic in the streets of New York is necessary to ensure public health, safety and welfare; and Whereas, The current vehicle and traffic law is not sufficient in punishing truck drivers who try to avoid highways and designated truck routes; and Whereas, Truck drivers using residential streets in an attempt to avoid delays on truck routes plagues neighborhoods with traffic and endangers their residents; and Whereas, Truck traffic on certain streets, roads and highways can cause premature deterioration of the pavement; and Whereas, There is a significant cost to New York and its citizens in repairing premature wear to streets due to truck traffic; and Whereas, Residents whose neighborhoods are used for truck detours face greater environmental risks from the toxic air pollutants emitted from trucks; and Whereas, The State's existing penalties are too low to act as a deterrent to these violations of law, as the current $50.00 fine is written off as an inconsequential cost of doing business; and Whereas, Raising the minimum and maximum fines for both first and repeat violations of truck route signs, in addition to adding penalty points to drivers' records, would send a message to truck operators that they must comply with truck route signs; now, therefore, be it Resolved, That the Council of the City of New York calls upon the New York State Legislature to pass A. 11305 and S. 7387 that would amend the vehicle and traffic law to increase fines and impose drivers' license penalty points for violations of truck route signs. |1013| |1013|
