THE COUNCIL OF THE CITY OF NEW YORK RESOLUTION NO. 373 Title Resolution approving the decision of the City Planning Commission on ULURP No. C 020240 PPR, the disposition of one (1) city-owned property located on the westerly side of Veterans Road West, south of Englewood Avenue (Block 7440/Lot 75), Staten Island (L.U. No. 192). Body By Council Members Katz and Avella WHEREAS, the City Planning Commission filed with the Council on May 28, 2002 its decision dated May 28, 2002 (the "Decision") on the application submitted pursuant to Section 197-c of the New York City Charter by the Department of Citywide Administrative Services, for the disposition of one (1) city-owned property pursuant to zoning, located on the westerly side of Veterans Road West, south of Englewood Avenue (Block 7440/Lot 75), Community District 3, Borough of Staten Island (ULURP No. C 020240 PPR) (the "Application"); WHEREAS, the Application is related to ULURP Applications Numbers C 020236 ZSR (L.U. No. 190), special permit pursuant to Section 74-922 of the Zoning Resolution; and C 020243 ZSR (L.U. No. 191), special permit pursuant to Section 74-53 of the Zoning Resolution; and WHEREAS, the Decision is subject to review and action by the Council pursuant to Section 197-d(b)(3) of the City Charter; WHEREAS, upon due notice, the Council held a public hearing on the Decision and Application on June 11, 2002; WHEREAS, the Council has considered the relevant environmental issues and the Final Environmental Impact Statement ("FEIS"), for which a Notice of Completion was issued on May 17, 2002 (CEQR No. 96DME001R); and WHEREAS, the Council has considered the land use implications and other policy issues relating to the Decision and Application; _________ Page 2 of 2 C 020240 PPR Res. No. 373 (L.U. No. 192) RESOLVED: Having considered the FEIS, with respect to the Application, the Council finds that: (1) The FEIS meets the requirements of 6 N.Y.C.R.R. Part 617; (2) From among the reasonable alternatives thereto, the actions to be approved are ones which minimize or avoid adverse environmental impacts to the maximum extent practicable; and (3) The adverse environmental impacts revealed in the FEIS will be minimized or avoided to the maximum extent possible by incorporating as conditions to the approval those mitigative measures that were identified as practicable; (4) The Decision and the FEIS constitute the written statement of facts, and of social, economic and other factors and standards that form the basis of this determination, pursuant to 6 N.Y.C.R.R. ยง617.9(c)(3). Pursuant to Section 197-d of the City Charter and on the basis of the Application and the Decision the Council approves the Decision. Adopted.
