A Local Law to amend the administrative code of the city of New York, in relation to requiring the placement of automatic defibrillators at certain public places and that training in the use of these devices be provided.

 

Be it enacted by the Council as follows:

 

                     Section 1.  Chapter one of title 17 of the administrative code of the city of New York is hereby amended by adding a new section 17-184, to follow section 17-183, to read as follows:

                     §17-184  Automatic external defibrillators.  a.  Definitions.  For the purposes of this section, the following terms shall have the following meanings:

                     1.                     "automatic external defibrillator" means computerized device approved by the federal Food and Drug Administration for the purpose of cardiac defibrillation.

                     2.                     "public places" shall include, but not be limited to, (i) any publicly owned building, (ii) any privately owned building wherein services are provided by a city agency to the public and (iii) any privately owned building with a total occupancy exceeding 600 persons.

                     b.                     Within 90 days of the effective date of the local law that added this section to the administrative code of the city of New York, a regular course of training, and such periodic additional training as shall be determined by the commissioner to be appropriate, shall be implemented for all police and fire department personnel who, in the regular course of their duties, respond to emergencies.

                     c.                     Within 120 days of the effective date of the local law that added this section to the administrative code of the city of New York, every vehicle owned or operated by the police department or the fire department of the city of New York for the purpose of responding to emergencies shall be equipped with an automatic external defibrillator unit.

                     d.                     Within 120 days of the effective date of the local law that added this section to the administrative code of the city of New York, automatic external defibrillators shall be made available for use in all public places as defined in subdivision a hereof.

                     e.                     Within 120 days of the effective date of the local law that added this section to the administrative code of the city of New York, the commissioner shall: (1) promulgate regulations establishing the size, format and content of signs to be posted in each building where automatic external defibrillators are provided; (2) provide, or contract to provide, ongoing free training to the public at a minimum of one location in each borough in the use of automatic external defibrillators; and (3) begin an ongoing public awareness and education campaign, in English and such other languages as the commissioner shall determine to be appropriate, on the use of automatic external defibrillators.                                          

                     §2.                     This local law shall take effect immediately.
