THE COUNCIL OF THE CITY OF NEW YORK RESOLUTION NO. 2148 Title Resolution approving the decision of the City Planning Commission on ULURP No. C 010677 HDM, for the disposition of city-owned property comprising of sites within the Cooper Square Urban Renewal Area, Manhattan (L.U. No. 1142). Body By Council Members Eisland and Linares WHEREAS, the City Planning Commission filed with the Council on November 13, 2001 its decision dated November 7, 2001 (the "Decision") on the application submitted pursuant to Section 197-c of the New York City Charter by the New York City Department of Housing Preservation and Development for the disposition of city-owned property located 97-111 East Houston Street, 271 Bowery, 291-293, 295 and 303 Bowery, 9-19 East 1st Street, 287-289 East Houston Street, 5 Second Avenue, 303-311 Bowery, 6-10 East 1st Street, and 12-24 East 1st Street (Block 427/Lots 14 and 20; Block 456/portion of Lot 1; Block 457/portions of Lot 1 and 28) conforms to the objectives and provisions of the Cooper Square Urban Renewal Plan for the Cooper Square Urban Renewal Area, Borough of Manhattan (ULURP No. C 010677 HDM) (the "Application"); WHEREAS, the Application is related to Applications Number C 010675 HUM (L.U. No. 1140), an urban renewal plan amendment; C 010676 ZMM (L.U. No. 1141), a Zoning Map amendment; and C 010678 ZSM (L.U. No. 1143), special permits; WHEREAS, the Decision is subject to review and action by the Council pursuant to Section 197-d(b)(3) of the City Charter; WHEREAS, upon due notice, the Council held a public hearing on the Application and Decision on December 3, 2001; WHEREAS, the Council has considered the relevant environmental issues and the Negative Declaration, issued on May 30, 2001 and revised on June 7, 2001 (CEQR No. 00HPD003M; and __________ Page 2 of 2 C 010677 HDM Reso. No. 1142) WHEREAS, the Council has considered the land use implications and other policy issues relating to the Decision and Application; RESOLVED: The Council finds that the action described herein will have no significant effect on the environment; Pursuant to Section 197-d of the City Charter and on the basis of the Application and the Decision, the Council approves the Decision.
