Res. No. 2088 Title Resolution calling upon the appropriate committee of the Council of the City of New York to conduct an oversight hearing in relation to the issuance of emergency contracts by the City involving the clean-up at the World Trade Center. Body By Council Members Perkins, Boyland, Carrion, Clarke, Malave-Dilan, Freed, Henry, Linares, Marshall, Michels, Quinn, Reed, Rivera, Warden, Watkins; also Council Members Espada, Foster, O'Donovan, Robinson and Rodriguez Whereas, As a result of the terrorist attacks at the World Trade Center the City of New York has issued emergency contracts in relation to the clean-up efforts; and Whereas, Pursuant to the City's procurement rules, in the event of emergency conditions there is an immediate and serious need for goods, services, or construction that cannot be met through normal procurement practices; and Whereas, Emergency procurements are limited to the procurement of those items necessary to avoid or mitigate serious danger to life, safety, property or a necessary service; and Whereas, As a result of the extent of clean-up efforts at World Trade Center, the City has suspended normal competitive bidding rules and has awarded four $250 million emergency contracts for the removal of rubble; and Whereas, There exists a lack of public notice in the issuance of emergency contracts; and Whereas, There is little information known whether any of the contracts involved in the clean-up have been awarded to women or minority owned contractors or sub-contractors; and Whereas, Given the enormous amount of work involved in the clean-up, it is important that the City ensure that equal access is afforded to permit all willing and able contractors and subcontractors to participate in this effort; and Whereas, Because of the lack of competitiveness for emergency contracts, it is in the best of the interest of the public to discuss the nature and length of such contracts and what efforts the City is employing to ensure adequate notice and equal access to all interested in participating in the clean-up and rebuilding efforts` ; now, therefore, be it Resolved, That the appropriate committee of the Council of the City of New York conduct an oversight hearing in relation to the issuance of emergency contracts by the City involving the clean-up at the World Trade Center.
