Whereas, The Administration has recently revived its plan of last year to move the offices of the Campaign Finance Board from 40 Rector Street in Downtown Manhattan to 345 Adams Street in Brooklyn; and
Whereas, The Campaign Finance Board has objected to the proposed relocation, claiming that the new site would be unable to accommodate the Board's data processing requirements; and
Whereas, Father Joseph O'Hare, Chair of the Campaign Finance Board, has warned that the move would "seriously undermine" the Board's ability to "fulfill its responsibilities in the challenging election cycle of 2001," when as a result of term limits there will be a record number of candidates; and
Whereas, The current Rector Street site offers greater convenience for candidates headed to the Board of Elections and for journalists and citizens drawn to City Hall; and
Whereas, Participation in the City's campaign finance program is voluntary, therefore, in an effort to maximize participation in the program, convenience of the Board's location should be an important consideration; and
Whereas, Although the Administration has claimed that the proposed move would save money for the City, it has been questioned whether the move would result in any real cost savings, since the City is obligated to continue paying rent on the site at 40 Rector Street until the year 2005; now, therefore, be it
Resolved, That the Council of the City of New York opposes the proposed relocation of the offices of the Campaign Finance Board from 40 Rector Street in Downtown Manhattan to 345 Adams Street in Brooklyn.
