WHEREAS, the City Planning Commission filed with the Council on October 5, 1999 its decision dated October 4, 1999 (the "Decision") on the application submitted pursuant to Section 197-c of the New York City Charter by the New York City Department of Housing Preservation and Development for the disposition of city-owned property, located at 815 10th Avenue and 510 West 55th Street (Block 1083/Lots 29 and 37), Sites 5C and 5B within the Clinton Urban Renewal Area, Borough of Manhattan, (ULURP No. C 990615 HDM) (the "Application");
WHEREAS, the Application is related to ULURP application C 990614 ZMM (L.U. No. 467), an amendment to the Zoning Map;
WHEREAS, the Decision is subject to review and action by the Council pursuant to Section 197-d(b)(3) of the City Charter;
WHEREAS, upon due notice, the Council held a public hearing on the Application and Decision on October 19, 1999;
WHEREAS, the Council has considered the relevant environmental issues and the Negative Declaration, issued on August 21, 1995 (CEQR No. 95HPD001M; and
WHEREAS, the Council has considered the land use implications and other policy issues relating to the Decision and Application;

RESOLVED:
The Council finds that the action described herein will have no significant effect on the environment.
Pursuant to Section 197-d of the City Charter and on the basis of the Application and the Decision, the Council approves the Decision.
