THE COUNCIL OF THE CITY OF NEW YORK RESOLUTION NO. 1050 Title Resolution approving the decision of the City Planning Commission on an application submitted by the Department of Housing Preservation and Development ("HPD"), No. N 040023 HAM, approving an amended Urban Development Action Area Project for the Urban Development Action Area located at 326-330 East 116th Street (Block 1687/Lot 38), Manhattan (L.U. No. 503; N 040023 HAM). Body By Council Members Katz and Martinez WHEREAS, the City Planning Commission filed with the Council on August 29, 2003 its decision dated August 27, 2003 (the "Decision"), on the application submitted by the Department of Housing Preservation and Development pursuant to Article 16 of the General Municipal Law of New York State regarding: 1) an Urban Development Action Area Project located at 326-330 East 116th Street (Block 1687/Lot 38) on property previously designated as an Urban Development Action Area; to facilitate construction of a development, tentatively known as Flora Vista Supportive Housing, with 20 units of rental housing for formerly homeless persons of low income with special needs, to be developed under the New York State Homeless Housing Assistance Program (Number N 040023 HAM), Community District 11, Borough of Manhattan (the "Application"), WHEREAS, the Application is related to ULURP No. C 960496 HAM (L.U. No. 1054), Resolution No. 1971 of 1996; WHEREAS, the Application and Decision are subject to review and action by the Council pursuant to Article 16 of the General Municipal Law of New York State; WHEREAS, upon due notice, the Council held a public hearing on the Application and Decision on September 15, 2003; WHEREAS, the Council has considered the land use and financial implications and other policy issues relating to the Application; _________ RESOLVED: Pursuant to Article 16 of the General Municipal Law, the Council approves the decision of the City Planning Commission (N 040023 HAM). The Council finds that the present status of the Disposition Area tends to impair or arrest the sound growth and development of the City of New York and that the amended urban development action area project is consistent with the policy and purposes stated in Section 691 of the General Municipal Law. The Council approves the amended Project as an urban development action area project pursuant to Section 694 of the General Municipal Law. Adopted.
