A Local Law to amend the administrative code of the city of New York, in relation to an education and outreach campaign regarding the housing choice voucher homeownership program
Be it enacted by the Council as follows:
Section 1. Title 26 of the administrative code of the city of New York is amended by adding a new chapter 39 to read as follows:
CHAPTER 39
HOUSING CHOICE VOUCHER HOMEOWNERSHIP PROGRAM OUTREACH
§ 26-3901 Housing choice voucher homeownership program education campaign. a. Definitions. For the purposes of this section, the following terms have the following meanings:
Commissioner. The term “commissioner” means the commissioner of housing preservation and development.
Department. The term “department” means the department of housing preservation and development.
Housing choice voucher homeownership program. The term “housing choice voucher homeownership program” means the housing choice voucher homeownership program administered pursuant to section 982.625 of title 24 of the code of federal regulations.
b. Campaign. The commissioner shall develop and conduct an education and outreach campaign to inform housing choice voucher program participants about the housing choice voucher homeownership program administered by the department. The campaign shall, at a minimum, include the following information about the housing choice voucher homeownership program:
1. Applicant eligibility requirements; and
2. Application procedures.
c. Materials and outreach. The campaign required pursuant to subdivision b of this section shall begin no later than 90 days after the effective date of the local law that added this section. The commissioner shall create written materials, including flyers, and distribute such materials at in-person events conducted by the department and via mail to individuals who participate in the housing choice voucher program administered by the department. The commissioner shall make the materials developed for the campaign available in English and all designated citywide languages.
§ 2. This local law takes effect immediately.
