Resolution calling upon the appropriate committee of the Council of the City of New York to conduct a hearing on Consolidated Edison and Keyspan Energy's plan to build an electric generation facility on the Brooklyn waterfront.

Whereas, Consolidated Edison ("Con Ed"), is a New York State public utility corporation responsible for providing electrical, gas and steam service to 4.5 million customers in the metropolitan New York area; and
Whereas, Keyspan Energy ("Keyspan"), the parent company of Keyspan Energy Delivery (formerly known as Brooklyn Union Gas), is a New York State public utility corporation responsible for providing natural gas to 1.6 million customers in the metropolitan New York area; and
Whereas, According to Con Edison, a joint partnership was created between subsidiaries of each company, Con Ed Development Corporation and the Keyspan Energy Development Corporation, to acquire an option on an approximately four-block section of the Brooklyn waterfront along the East River, known as the Greenpoint Terminal Market; and
Whereas, Elected officials and community leaders in Brooklyn have worked for years to redevelop and fully utilize the waterfront, including submitting a community development plan in June 1998 for the Greenpoint area ("Greenpoint Plan") in accordance with section 197-A New York City Charter; and
Whereas, The Greenpoint Plan proposes that the Greenpoint Terminal Market be rezoned as an R6 Contextual Zone, which would allow medium density residential development, including buildings from three to twelve stories in height; and
Whereas, On April 14, 2000 Council Member Kenneth Fisher and other community leaders held a press conference to express opposition to the construction of any power plant in the Greenpoint Terminal Market; and
Whereas, In response to community concern and pressure public forums were held on April 19th and 26th, 2000 with Keyspan and Con Ed to discuss the issues surrounding use of the site as a potential electric generation facility; and
Whereas, The New York City Council recognizes that Con Ed and Keyspan, as public utilities, have a duty to inform the community regarding potential siting of such facilities pursuant to Article 10 of the New York State Public Service Law; now, therefore, be it
Resolved, That the appropriate committee of the Council of the City of New York conduct a hearing on Consolidated Edison and Keyspan Energy's plan to build an electric generation facility on the Brooklyn waterfront.
