A Local Law to amend the administrative code of the city of New York, in relation to a public information and outreach campaign regarding uterine fibroids
Be it enacted by the Council as follows:
Section 1. Title 17 of the administrative code of the city of New York is amended by adding a new section 17-199.3.4 to read as follows:
§ 17-199.3.4 Outreach and education on uterine fibroids. a. Within 1 year of the effective date of the local law that added this section, the commissioner shall establish and begin implementation of a public information and outreach campaign to increase awareness of uterine fibroids. The public information and outreach campaign shall at a minimum include information on:
1. Adverse health effects of uterine fibroids;
2. Sources of exposure to chemicals that are linked to growth of uterine fibroids;
3. Ways to prevent exposure to those chemicals;
4. Factors, including race or ethnicity, that place certain individuals at increased risk of developing uterine fibroids;
5. Symptoms of uterine fibroids;
6. Screening, diagnosis, and treatment of uterine fibroids;
7. Resources on relevant health care services; and
8. Rights related to reasonable workplace accommodations for individuals with uterine fibroids.
b. The commissioner shall create materials in languages they deem appropriate that contain the information required under subdivision a of this section and update those materials periodically, as needed. The commissioner shall distribute physical copies of the materials to all facilities operated by the department where healthcare is provided and post electronic copies of the materials on the department’s website. The commissioner shall distribute the materials to all appropriate medical providers and to organizations that provide services to communities at increased risk of uterine fibroids. In distributing materials, the commissioner shall prioritize areas that have been identified as priority neighborhoods, as defined by section 3400 of the charter, by the office of racial equity.
c. The commissioner shall, to the greatest extent possible, consult and coordinate with the New York City health and hospitals corporation and any other organizations they deem appropriate on preparing the information included in the materials on uterine fibroids required under this section.
d. No later than 1 year after the commissioner begins implementation of the public information and outreach campaign required pursuant to this section, and every 5 years thereafter, the commissioner shall report on the number of facilities, medical providers, and organizations that were provided physical copies of materials produced pursuant to this section and the total number of physical copies of materials provided.
§ 2. This local law takes effect immediately.
