Title: A Local Law to amend the administrative code of the city of New York, in relation to making available training and operational support to staff of food pantries

Summary: This bill would require the Mayor to designate an office or agency to offer training and operational support to staff of food pantries. The training and operational support would concern ensuring sufficient food inventory, making efforts to maintain food inventory that reflects food variety and local food preferences, maintaining sufficient hours, and other relevant issues. The designated office or agency would be required to conduct outreach to food pantries to advertise the available training and operational support. Lastly, the designated office or agency would be required to report annually to the Mayor and the Speaker of the Council on the types of training and operational support it offered within the previous 12 months and number of food pantry staff who participated in the trainings within this period, and to post this report online.

 A Local Law to amend the administrative code of the city of New York, in relation to making available training and operational support to staff of food pantries

 

Be it enacted by the Council as follows:

 

Section 1. Subchapter 1 of chapter 1 of title 3 of the administrative code of the city of New York is amended by adding a new section 3-119.13 to read as follows:

§ 3-119.13 Training and operational support for food pantry staff. a. Definitions. As used in this section, the term “food pantry” means a not-for-profit organization that provides non-perishable food items to people in need of food.

b. The mayor shall designate an office or agency to make available to staff of food pantries training and operational support that concern:

1. Ensuring sufficient food inventory;

2. Making efforts to maintain food inventory that reflects a variety of foods and an evaluation of current and local food preferences and nutritional quality;

3. Maintaining sufficient hours, providing food delivery, or both to serve the local community; and

4. Any other issue the office or agency designated under this subdivision deems relevant.

c. The office or agency designated under subdivision b of this section shall conduct outreach to food pantries in order to advertise such training and operational support.

d. No later than 1 year after the effective date of the local law that added this section, and annually thereafter, the office or agency designated under subdivision b of this section shall submit to the mayor and the speaker of the council, and post on the city’s website, a report setting forth the following information for the previous 12 months:

1. The types of training and operational support made available under such subdivision; and

2. The total number of staff of food pantries who participated in trainings made available under such subdivision.

§ 2. This local law takes effect immediately.
