Resolution calling upon the New York State legislature to amend the Vehicle and Traffic Law, in relation to the placement of automobile license plates within metal or plastic frames.

Whereas, Section 402 of the Vehicle and Traffic Law currently prohibits the use of metal or plastic coverings on license plates; and
Whereas, An individual receiving a summons from the New York Police Department for violating this law is subject to a sixty-five dollar fine; and
Whereas, A metal or plastic frame around a New York State automobile license plate that does not render the numbers or letters on said plate unreadable does not interfere with the ability of law enforcement personnel to perform their duties or in any way hinder the identification of the vehicle; and
Whereas, The Vehicle and Traffic Law should be amended to permit an automobile license plate to be placed within a metal or plastic frame, so long as such frame does not obscure the numbers or letters of the license plate or render the information unreadable and any one of the two state logos remains in full view; now, therefore, be it
Resolved, That the Council of the City of New York calls upon the New York State legislature to amend the Vehicle and Traffic Law in relation to the placement of automobile license plates within metal or plastic frames.
