A Local Law to amend the administrative code of the city of New York, in relation to the imposition of civil penalties for building code violations by the environmental control board and removing the prohibition on the commissioner of buildings to issue violations relating to outdoor signs that are returnable to the environmental control board.
Be it enacted by the Council as follows:
Section 1. The penalty schedule of subdivision a of section 26-126.1 of the administrative code of the city of New York, as amended by local law number 65 for the year 1997, is amended to read as follows:
First Violation Second or Subsequent Violation by the same respondent of the same provision of law, rule or regulation and, if the respondent is the owner, agent, lessee or other person in control of the premises with respect to which the violation occurred, at the same premises (all violations committed within an eighteen month period).

§2. Section 26-126.1 of the administrative code of the city of New York, as amended by local law number 65 for the year 1997, is amended by adding a new subdivision f to read as follows:
f. Notwithstanding any other provision of the code, any person who shall violate or fail to comply with any provision of the administrative code, zoning resolution or rule thereof relating to the placement, size or display of outdoor signs shall be liable for a civil penalty which shall be recovered in a proceeding before the environmental control board.
§3. Paragraph ten of section 26-126.4 of the administrative code of the city of New York, is REPEALED.
§4. This local law shall take effect immediately.
