A Local Law to amend the administrative code of the city of New York, in relation to establishing temporary Legionnaires’ disease testing sites and a digital map of testing sites
Be it enacted by the Council as follows:
Section 1. Chapter 1 of title 17 of the administrative code of the city of New York is amended by adding a new section 17-194.2 to read as follows:
§ 17-194.2 Legionnaires’ disease testing sites. a. Within 3 days of identifying a Legionnaires’ disease cluster, the commissioner shall establish a temporary testing site within at least one of the zip codes in the identified cluster area. The commissioner may coordinate with the New York city health and hospitals corporation to establish the testing site. Any such temporary testing site shall offer Legionnaires’ disease symptom screening and diagnostic testing services free of charge. The commissioner shall publicize information about the location and hours of operation of any temporary testing sites and provide information about such testing sites to buildings within the cluster area that have a cooling tower that tested culture positive for legionella bacteria.
b. Within 30 days after the department determines that a Legionnaires’ disease cluster has ended, the commissioner shall submit to the mayor and the speaker of the council a report on any temporary testing sites established in response to the cluster. Such a report shall include, at a minimum, the following information about each temporary testing site:
1. Location and hours of operation;
2. Services offered;
3. Number and addresses of buildings that received information about the testing site;
4. Number of individuals served; and
5. Demographic information of individuals served.
c. The commissioner shall develop, maintain and make available on its website a digital map of Legionnaires’ disease testing sites offered by the department or any other entity in the city. Such a map shall include information about the cost of testing and shall be made available in English and in the designated citywide languages, as defined in section 23-1101.
§ 2. This local law takes effect immediately.
