Res. No. 1413 Title Resolution calling upon the appropriate committee of the Council to conduct an oversight hearing on the HIV/AIDS issues pertaining to adolescents and youth. Body By Council Members Perkins, Robles, Fisher, Quinn, Espada, Lopez, Marshall and Robinson; also Council Member Eisland Whereas, According to a Department of Health report entitled, "Epidemiologic Profile of HIV/AIDS in New York City, June 1999", as of June 30, 1999, 1324 of the people living in New York City with AIDS were diagnosed as adolescents and young adults; and Whereas, The report also states that the majority of these youth (82%) were diagnosed as young adults between the ages of 20 and 24, while 18% were diagnosed as adolescents between the ages of 13 and 19; and Whereas, The report also indicates that adolescents and young adults are at high risk for HIV infection; and Whereas, Despite what appears to be overall decreases in HIV seroprevalance among New York City youth, there are subpopulations of adolescents and young adults where HIV prevalence remains significantly higher; and Whereas, The best place to inform the largest population of adolescents is in schools; and Whereas, Schools must provide the mandated, comprehensive HIV education required in New York City junior highs and high schools; and Whereas, This education must be comprehensive and not limited to just numbers and statistics; and Whereas, In addition to school education classes, there should be more use of media such as television and radio, public service announcements, bus and train advertisements, youth-focused community outreach events, and increased peer education programs in community-based organizations to educate young people about HIV/AIDS; and Whereas, More language-specific programs must be developed for young, immigrant populations; and Whereas, Young people must be part of the design and implementation phases of all adolescent-focused HIV prevention programs in order for such education efforts to be most effective; now, therefore, be it Resolved, That the Council of the City of New York calls upon the appropriate committee of the Council to conduct an oversight hearing on the HIV/AIDS issues pertaining to adolescents and youth.
