A Local Law to amend the administrative code of the city of New York, in relation to police department parking enforcement
Be it enacted by the Council as follows:
Section 1. Chapter 1 of title 14 of the administrative code of the city of New York is amended by adding a new section 14-199 to read as follows:
§ 14-199 Parking enforcement. a. Definitions. For the purposes of this section, the following terms have the following meanings:
Parking enforcement. The term “parking enforcement” means the enforcement of any law, rule or regulation pertaining to the parking, stopping, or standing of vehicles.
Vehicle. The term “vehicle” means a vehicle as defined in section 159 of the vehicle and traffic law.
b. All department personnel engaged in parking enforcement activities shall confirm the validity of license plates and vehicle identification numbers of all vehicles observed with temporary license plates, or otherwise subject to summons for violation of any relevant law, rule or regulation.
c. Reporting. No later than January 15, 2026, and no later than 15 days after the end of each quarter, the department shall publish on its website a report on parking enforcement. Such report shall include, but need not be limited to, the following information for the prior quarter: (i) the number of parking violations issued by the department, disaggregated by police precinct, and further disaggregated by reason for citation; (ii) the number of inquiries made to the new york state department of motor vehicles in relation to confirming the validity of a license plate or vehicle identification number of a parked vehicle, disaggregated by police precinct; (iii) the number of parked vehicles found to be in violation of state requirements relating to the display of license plates or vehicle identification numbers, disaggregated by police precinct; (iv) the number of parked vehicles immobilized by the department, disaggregated by police precinct, and further disaggregated by the reason for underlying citation; and (v) the number of parked vehicles towed by the department, disaggregated by police precinct, and further disaggregated by reason for underlying citation.
§ 2. This local law takes effect immediately after it becomes law.
