A Local Law to amend the administrative code of the city of New York, in relation to requiring the department of buildings to inform property owners of permit sign-off requirements
Be it enacted by the Council as follows:
Section 1. Article 116 of chapter 1 of title 28 of the administrative code of the city of New York is amended by adding a new section 28-116.8 to read as follows:
§ 28-116.8 Notification to owner about sign-off requirements. After issuance of a permit, the commissioner shall provide the owner with written notice containing information about sign-off requirements. The notice shall be sent to the owner by electronic mail within 7 days of the issuance of the permit and every 90 days thereafter until the permitted work receives sign-off, except that if the permit will expire in less than 90 days or has already expired, the commissioner shall send the owner the notice by electronic mail every 2 weeks until the permitted work receives sign-off. The notice shall:
1. Provide the permit number and the expiration date of the permit;
2. State that the permitted work has not yet received sign-off;
3. Explain that it is necessary to obtain sign-off and the requirements for obtaining sign-off;
4. Explain that the work must remain accessible for required inspections in accordance with section 28-116.1, and that if work is sealed behind a wall or made otherwise inaccessible prior to completion of a required inspection, it may be necessary to remove the wall or otherwise make the work accessible to allow for inspection;
5. Describe the consequences of failing to obtain sign-off, including the need to renew expired permits, reinstatement fees, the impact on the issuance of future permits at the premises, and the potential impact on the ability to sell or obtain financing for the premises; and
6. Include any other information the commissioner deems relevant.
§ 2. This local law takes effect 90 days after it becomes law.
