Whereas, The safety of New York City school children is of utmost importance; and
Whereas, Harm to New York City school children may be prevented through criminal background checks of persons working on school premises during school hours; and
Whereas, School Construction Authority (SCA) employees work on school grounds during school hours and may have contact with students; and
Whereas, The Department of Investigation issued a report in December, 1998, entitled "An Inquiry into the Failures of the New York City School Construction Authority at PS 131: Sad Lessons from the Tragic Death of Yan Zhen Zhao," in which it recommended that the State Legislature grant the SCA Inspector General the statutory authority to fingerprint SCA employees for background checks; now, therefore, be it
Resolved, That the Council of the City of New York calls upon the New York State Legislature to require that the School Construction Authority conduct full criminal background checks on all School Construction Authority employees who work on school grounds during school hours.
