Title
Resolution approving the decision of the City Planning Commission on an application submitted by the Department of Housing Preservation and Development ("HPD"), Non-ULURP No. N 030002 HAK, approving the designation of 1029 and 1023 Broadway (Block 3204/Lots 3 and 4), Brooklyn, as an Urban Development Action Area (the "Area"), and approving the project for the area as an Urban Development Action Area Project (L.U. No. 273; N 030002 HAK).

WHEREAS, the City Planning Commission filed with the Council on September 12, 2002 its decision dated September 4, 2002 (the "Decision"), on the application submitted by the Department of Housing Preservation and Development pursuant to Article 16 of the General Municipal Law of New York State regarding:
a) the designation of 1029 and 1023 Broadway (Block 3204/Lots 3 and 4), as an Urban Development Action Area (the "Area"); and
b) an Urban Development Action Area Project for such area (the "Project");
to facilitate the development of a five-story building tentatively known as the Broadway Supportive Housing Project with 59 units of housing, Community District 4, Borough of Brooklyn (No. N 030002 HAK) (the "Application");
WHEREAS, the Application and Decision are subject to review and action by the Council pursuant to Article 16 of the General Municipal Law of New York State;
WHEREAS, upon due notice, the Council held a public hearing on the Application and Decision on October 1, 2002;
WHEREAS, the Application is related to ULURP Applications Number C 861176 PPK and C 920179 PPK;

WHEREAS, by letter dated August 26, 2002, the Department of Housing Preservation and Development submitted its requests respecting the area and project;
WHEREAS, the Council has considered the relevant environmental issues and the Negative Declaration which was issued on July 18, 2002 (CEQR No. 02HPD021K);
WHEREAS, the Council has considered the land use and financial implications and other policy issues relating to the Application;
RESOLVED:
The Council finds the action described herein will have no significant effect on the environment.
Pursuant to Section 197-d of the Charter and Article 16 of the General Municipal Law, the Council approves the decision of the City Planning Commission (N 030002 HAK).
The Council finds that the present status of the Disposition Area tends to impair or arrest the sound growth and development of the City of New York and that a designation of the Project as an urban development action area project is consistent with the policy and purposes stated in Section 691 of the General Municipal Law.
The Council approves the designation of the Disposition Area as an urban development action area pursuant to Section 693 of the General Municipal Law.
The Council approves the Project as an urban development action area project pursuant to Section 694 of the General Municipal Law.
