A Local Law to amend the administrative code of the city of New York, in relation to an informational toolkit on available programs, benefits, and services for older adults
Be it enacted by the Council as follows:
Section 1. Chapter 2 of title 21 of the administrative code of the city of New York is amended by adding a new section 21-220 to read as follows:
§ 21-220 Informational toolkit for older adults. a. Development and content. No later than 90 days after the effective date of the local law that added this section, the commissioner, in consultation with the cabinet for older New Yorkers, shall develop an informational toolkit to educate the public about public and non-public programs, benefits, and services available to older adults. Such toolkit shall include:
1. Any materials produced by the department to comply with sections 11-139, 21-211, 21-214, 21-215, 21-216, and 21-217;
2. Materials that include any information required under such sections that is not contained in materials produced by the department to comply with such sections;
3. Any other materials produced by the department to educate the public, or older adults, specifically, about public and non-public programs, benefits, and services available to older adults;
4. Contact information for the department; and
5. Contact information for other agencies and organizations that a member of the public may contact to obtain additional information regarding public and non-public programs, benefits, and services available to older adults.
b. Distribution of printed version. 1. (a) The commissioner shall require each older adult center to distribute a printed version of such toolkit to older adults residing within or entering such older adult center. The commissioner shall also ensure that a printed version of such toolkit is distributed to homebound older adults.
(b) The commissioner shall require distribution of a printed version of such toolkit in accordance with subparagraph (a) of this paragraph on an annual basis.
2. On an annual basis, the commissioner shall identify individuals who are new or potential participants in a program, benefit, or service administered by the department and distribute a printed version of such toolkit to such individuals.
3. The commissioner shall distribute a printed version of such toolkit to any member of the public upon request.
4. The commissioner shall provide a clear and conspicuous link on the department’s website to request a printed version of such toolkit.
c. Digital version. The commissioner shall make a digital version of such toolkit available on the department’s website.
d. Accessibility. 1. The commissioner shall ensure that all materials contained in such toolkit are available in English and each of the designated citywide languages, as such term is defined in section 23-1101.
2. The commissioner shall ensure that materials contained in such toolkit incorporate accessibility features, including the use of large print, legible fonts, clear and accessible language, instructive graphics, and braille.
e. Updates. The commissioner shall update such toolkit, both the printed version required under subdivision b of this section and the digital version required under subdivision c of this section, within 15 days after the department makes any updates to the materials referenced in paragraphs 1 and 3 of subdivision a of this section. The commissioner shall review any other materials included in the printed and digital versions of such toolkit on an annual basis and update such materials as the commissioner deems appropriate.
f. Construction. Nothing in this section shall be construed or interpreted to conflict with, or limit or restrict, the operation of sections 21-218 and 23-1102.
§ 2. This local law takes effect immediately.ST
