Summary: This bill would require the Office to End Gender Based Violence to create an informational resource for newly married individuals that details their legal rights as it pertains to divorce and annulment of such marriage as well as available domestic violence resources. The bill requires the Office to End Gender Based Violence to provide this resource to the Office of the City Clerk and for the City Clerk to distribute this resource when issuing a marriage certificate and post on its website.

A Local Law to amend the administrative code of the city of New York, in relation to informational resource for newly married individuals

 

Be it enacted by the Council as follows:

 

Section 1. Subchapter 8 of chapter 1 of title 3 of the administrative code of the city of New York is amended to add a new section 3-188 to read as follows:

§ 3-188 Informational resource for newly married individuals. a. The office shall create an informational resource for newly married individuals that includes, but is not limited to, information about the legal requirements of divorce and annulment of a marriage, and available domestic violence resources, such as safety planning and housing support.

b. The office shall provide the informational resource required by subdivision a of this section to the office of the city clerk for distribution to newly married individuals.

§ 2. Subchapter 1 of chapter 2 of title 3 of the administrative code of the city of New York is amended to add a new section 3-207.2 to read as follows:

§ 3-207.2 Distribution of informational resource for newly married individuals. The office of the city clerk shall distribute the informational resource as described in subdivision a of section 3-188 when issuing marriage certificates to newly married individuals. The office of the city clerk shall also prominently post the informational resource on the webpage of the office of the city clerk’s that relates to marriage.

§ 3. This local law takes effect 90 days after it becomes law.
