Resolution calling upon the New York City Police Department to install video cameras in all patrol cars.

Whereas, There are numerous interactions each day between members of the New York City Police Department ("NYPD") and members of the public; and
Whereas, Sometimes these encounters are the subject of confusion and misinterpretation; and
Whereas, The NYPD recently announced that it is installing video cameras in highway patrol cars to assist the NYPD in its drunk driving and reckless driving initiatives; and
Whereas, Other jurisdictions throughout the nation, including Nassau and Suffolk counties, already use cameras for DWI enforcement; and
Whereas, These cameras will assist the NYPD by documenting the car's performance on the road and a driver's interaction with the police; and
Whereas, These cameras can also be an important tool in preventing and investigating allegations of police misconduct; and
Whereas, The use of these cameras will also assist in protecting the police from false allegations of misconduct or brutality; and
Whereas, In light of the benefits of such cameras, the use of these cameras should be increased because they protect both the public and police officers and can be used as evidence of criminal conduct; now, therefore, be it resolved
That the New York City Council calls upon the New York City Police Department to install video cameras in all patrol cars.
