Title: A Local Law in relation to the development of a World Cup events calendar and map of cultural corridors and small businesses connected to the participating nations

Summary: This bill would require that a City agency designated by the mayor develop and publish a calendar of 2026 World Cup activities. The calendar would include viewing parties, recreational events, performances, street festivals, and other cultural programming celebrating any of the 48 nations participating in the tournament. The bill would also require that the Department of Small Business Services develop and publish a map of neighborhoods or geographic areas within the City with a significant concentration of residents or businesses sharing a cultural or historical connection to a participating nation, and small businesses with culinary, historical, or other cultural connections to participating nations that consent to inclusion. The department of small business services would be required to conduct outreach to small businesses to help them maximize economic engagement during the World Cup.

A Local Law in relation to the development of a World Cup events calendar and map of cultural corridors and small businesses connected to the participating nations

 

Be it enacted by the Council as follows:

 

Section 1. a. Definitions. For purposes of this section, the following terms have the following meanings:

City economic development entity. The term “city economic development entity” means a local development corporation, not-for-profit organization, public benefit corporation or other entity that provides or administers economic development benefits on behalf of the city of New York pursuant to paragraph b of subdivision 1 of section 1301 of the New York city charter.

City tourism and conventions entity. The term “city tourism and conventions entity” means a not-for-profit corporation or other entity that, pursuant to a contract with the city of New York, provides or administers services promoting the economy and positive image of the city through tourism and convention development, major events, and marketing.

Cultural corridor. The term “cultural corridor” means a neighborhood or geographic area within the city with a significant concentration of residents or businesses sharing a cultural or historical connection to a participating nation.

Participating nation. The term “participating nation” means any of the 48 nations whose national teams have qualified for and are participating in the World Cup.

Designated agency. The term “designated agency” means an agency or office designated by the mayor, provided that the designated agency shall collaborate with relevant agencies.

Relevant agency. The term “relevant agency” means an agency or office the mayor determines to have experience and expertise relevant to coordinating events during the World Cup, which may include, but need not be limited to, the department of parks and recreation, the department of small business services, the department of transportation, the mayor’s office of citywide event coordination and management, the emergency management department, the city economic development entity, and the city tourism and conventions entity. 

World Cup. The term “World Cup” means the Fédération Internationale de Football Association World Cup 2026 soccer tournament hosted from June 11, 2026, to July 19, 2026.

                     b. World Cup events calendar. 1. No later than June 1, 2026, the designated agency shall develop and make available on its website a calendar of activities for which the city has issued a permit or other authorization related to the celebration, promotion, or screening of the World Cup. Such calendar shall include the date, time, location, and cost of attendance for each entry, along with any additional details the designated agency deems relevant.

                     2. Such calendar shall include, but need not be limited to:

(a) Viewing parties and other events primarily intended for the screening of World Cup matches;

(b) Open streets, street festivals, block parties, and other cultural programming celebrating one or more of the participating nations;

(c) Soccer clinics, community tournaments, and other recreational activities; and

(d) Art installations, musical performances, and public exhibitions.

c. World Cup cultural corridor and small business map. 1. No later than June 1, 2026, the department of small business services shall develop and make available on its website a map of cultural corridors and small businesses with culinary, historical, or other cultural connections to participating nations.

                     2. Such map shall include, but need not be limited to:

                     (a) A selection of cultural corridors and the participating nation or nations with which they are traditionally connected;

                     (b) Specific blocks, intersections, or public plazas where mobile food vendors and general vendors affiliated with participating nations traditionally or frequently operate; and

                     (c) A selection of small businesses within such cultural corridors or otherwise connected to participating nations, including addresses, contact information, websites, a brief description of the goods or services generally offered, availability of bathroom facilities, and information regarding any World Cup promotions or special offerings.

3. The department of small business services shall consult community-based organizations, business improvement districts, and any other relevant agency to identify cultural corridors and other locations for inclusion in such map pursuant to subparagraphs (a) and (b) of paragraph 2 of this subdivision, and shall solicit submissions directly from consenting small businesses for inclusion in such map pursuant to subparagraph (c) of paragraph 2 of this subdivision.

d. Outreach to small businesses. Prior to the World Cup, the department of small business services shall conduct outreach to small businesses to help them maximize economic engagement during the World Cup. Such outreach shall include, but not be limited to, guidance on applying for relevant permits and information on citywide tourism initiatives.

§ 2. This local law takes effect immediately.
