Res. No. 2038 Title Resolution calling upon Verizon Communications and the New York State Public Service Commission to change the 646 area code, recently assigned to the Borough of Manhattan, to a number that will not conflict with a local exchange, and in the future, to not issue new area codes that conflict with one of the City's local exchanges. Body By Council Members Nelson and Freed Whereas, As of July 1, 1999, Verizon assigned a new 646 area code to parts of Manhattan; and Whereas, An exchange 646 already exists in Sheepshead Bay, Brooklyn; and Whereas, If an individual in the 718 area code fails to dial "1" before 646, the call will mistakenly reach a telephone number in Sheepshead Bay; and Whereas, Individuals whose calls mistakenly reached Sheepshead Bay were charged for those calls; and Whereas, This confusion of area codes have resulted in an inconvenience to many callers to and within the New York City area; and Whereas, This situation should be remedied by changing the 646 area code to a number that will not conflict with local exchanges; and Whereas, In future assignments, new area codes should not be issued if they conflict with one of the local City exchanges; now, therefore, be it Resolved, That the Council of the City of New York calls upon Verizon Communications and the New York State Public Service Commission to change the 646 area code, recently assigned to the Borough of Manhattan, to a number that will not conflict with a local exchange, and in the future, to not issue new area codes that conflict with one of the City's local exchanges.
