Title: A Local Law to amend the New York city charter, in relation to the executive budget process

Summary: This bill would amend certain dates fixed in the New York City Charter in relation to the executive budget process. This bill would require the Director of the Independent Budget Office to publish a report analyzing the Mayor’s executive budget for the ensuing fiscal year no later than May 20 each year. Additionally, this bill would provide that between May 10 and May 31 each year, the Council shall hold public hearings on the Mayor’s executive budget.

A Local Law to amend the New York city charter, in relation to the executive budget process

 

Be it enacted by the Council as follows:

Section 1. Section 252 of the New York city charter, as added by vote of the electors on November 7, 1989, is amended to read as follows:

§ 252. Report of independent budget office on executive budget. On or before the [fifteenth] twentieth day of May, the director of the independent budget office shall publish a report analyzing the executive budget for the ensuing fiscal year.

§ 2. Section 253 of the New York city charter, as added by vote of the electors on November 7, 1989, is amended to read as follows:

§ 253. Executive budget hearings. Between the [sixth] tenth day of May and the [twenty-fifth] thirty-first day of May, the council shall hold public hearings on the budget as presented by the mayor. The council may hold such hearings either as a body or by its finance committee or other committees. Officers of agencies and representatives of community boards and borough boards shall have the right, and it shall be their duty when requested by the council, to appear and be heard in regard to the executive budget and to the capital and service needs of the communities, boroughs, and the city. 

§ 3. This local law takes effect immediately, except that if it becomes law after May 10, 2025, it shall be retroactive to and deemed to have been in full force and effect as of May 10, 2025.
