Resolution commending the Department of Sanitation for launching “Operation N.I.C.E.” (Neighborhood Intensive Clean-Up Effort) and calling for a hearing on the results of the pilot program and plans for implementation citywide.

Whereas, Mayor Michael Bloomberg in his “State of the City” address on January 11, 2005, announced the launching of “Operation N.I.C.E.” (Neighborhood Intensive Clean-Up Effort), a “block-by-block strategy for identifying and cleaning litter-filled vacant lots and other problem areas;” and

Whereas, In some neighborhoods of New York City there are major sanitation, health and environmental crises as a result of an overwhelming amount of debris-filled vacant lots, streets, sidewalks and step streets, made worse by a dearth of litter baskets; and

Whereas, Operation N.I.C.E. began in January of 2004 as a pilot program, and the Mayor announced that it is being expanded city-wide; and

Whereas, The Mayor announced that Operation N.I.C.E. has raised the average cleanliness score of the targeted districts in the pilot program by more than 15 points and resulted in the cleaning of 1,322 vacant lots; and

Whereas, The addition resources of Operation N.I.C.E. are necessary to help make New York City clean, healthy, and environmentally attractive; now, therefore, be it

Resolved, That the Council of the City of New York commends the Department of Sanitation for launching “Operation N.I.C.E.” (Neighborhood Intensive Clean-Up Effort) and calls for a hearing on the results of the pilot program and plans for implementation citywide.
