A Local Law to amend to administrative code of the city of New York, in relation to requiring owners to notify the tenant when the tenant’s dwelling unit is due for painting or recovering with wallpaper.
Be it enacted by the Council as follows:
Section 1. Subdivision b of section 27-2013 of the administrative code of the city of New York is amended to read as follows:
b. In occupied dwelling units in a multiple dwelling, the owner shall:
(1) Paint or cover the walls and ceilings with wallpaper or other acceptable wall coverings; [and]
(2) Repaint or re-cover the walls and ceilings with wallpaper or other acceptable wall covering every three years, and more often when required by contract or other provisions of law; and
(3) Provide written notice to the tenant at the time a lease or other rental agreement is executed of the owner’s obligation to repaint or re-cover the walls in accordance with paragraph two of this subdivision and the date upon which such obligation shall arise, and at least one month before the painting or re-covering is required provide such information to the tenant in a rent statement or other notice.
§2. This law shall take effect immediately upon its enactment into law.
