THE COUNCIL OF THE CITY OF NEW YORK RESOLUTION NO. 2147 Title Resolution approving the decision of the City Planning Commission on ULURP No. C 010676 ZMM, a Zoning Map change (L.U. No. 1141). Body By Council Members Eisland and Linares WHEREAS, the City Planning Commission filed with the Council on November 13, 2001 its decision dated November 7, 2001 (the "Decision"), on the application submitted by the Department of Housing Preservation and Development, pursuant to Sections 197-c and 201 of the New York City Charter, for an amendment to the Zoning Map (ULURP No. C 010676 ZMM) (the "Application"); WHEREAS, the Application is related to Applications Number C 010675 HUM (L.U. No. 1140), an urban renewal plan amendment; C 010677 HDM (L.U. No. 1142), a disposition of city-owned property; and C 010678 ZSM (L.U. No. 1143), special permits; WHEREAS, the Decision is subject to review and action by the Council pursuant to Section 197-d(b)(1) of the City Charter; WHEREAS, upon due notice, the Council held a public hearing on the Decision and Application on December 3, 2001; WHEREAS, the Council has considered the land use implications and other policy issues relating to the Decision and Application; and WHEREAS, the Council has considered the relevant environmental issues and the Negative Declaration issued on May 30, 2001 and revised on June 7, 2001 (CEQR No. 00HPD003M); __________ Page 2 of 3 C 010676 ZMM Reso. No. 2147 (L.U. No. 1141) RESOLVED: The Council finds that the action described herein will have no significant effect on the environment. Pursuant to Sections 197-d and 200 of the City Charter and on the basis of the Decision and Application, the Council approves the Decision. The Zoning Resolution of the City of New York, effective as of December 15, 1961, and as subsequently amended, is further amended by changing the Zoning Map, Section No. 12c, 1. changing from a C6-1 District to an R8X District property bounded by East Houston Street, Chrystie Street, a line 200 feet northerly of Stanton Street, a line 100 feet easterly of Bowery, a line 100 feet southerly of East Houston Street, Bowery, East 1st Street, a line 100 feet easterly of Bowery, a line bisecting an angle formed by the easterly prolongation of the southerly street line of East 1st Street and the easterly prolongation of the northerly street line of East Houston Street, a line 100 feet westerly of Second Avenue, East 1st Street, and a line 65 feet westerly of Second Avenue; 2. changing from an R7-2 District to an R8X District property bounded by East 1st Street, a line 100 feet westerly of Second Avenue, a line bisecting an angle formed by the easterly prolongation of the southerly street line of East 1st Street and the easterly prolongation of the northerly street line of East Houston Street, and a line 100 feet easterly of Bowery; 3. establishing within the proposed R8X District a C2-5 District bounded by East Houston Street, Chrystie Street, a line 200 feet northerly of Stanton Street, a line 100 feet easterly of Bowery, a line 100 feet southerly of East Houston Street, Bowery, East 1st Street, and a line 65 feet westerly of Second Avenue; and 4. establishing within an existing R7-2 District a C2-5 District bounded by East 1st Street, a line 100 feet easterly of Bowery, a line 125 feet northerly of East 1st Street, and a line 100 feet westerly of Second Avenue; partially within the Special Transit Land Use District, in the Cooper Square Urban Renewal Area, as shown on a diagram (for illustrative purposes only) dated June 25, 2001. ______ Page 3 of 3 C 010676 ZMM Reso.
