A Local Law to amend the administrative code of the city of New York, in relation to the publication and visualization of snow plowing operations data
Be it enacted by the Council as follows:
Section 1. Chapter 1 of title 16 of the administrative code of the city of New York is amended by adding a new section 16-111.3 to read as follows:
§ 16-111.3 Posting information online about snow plowing operations. a. Definitions. For purposes of this section, the following terms have the following meanings:
GPS. The term “GPS” means the global positioning system, or a comparable location tracking technology, that uses navigational satellites to determine a location in real time and is capable of collecting, storing and transmitting geographical data.
Snow plow. The term “snow plow” means a vehicle under the jurisdiction of the department, or its agent, that is equipped to push snow and ice from streets and bike lanes.
Snow plowing operations. The term “snow plowing operations” means the department’s use of snow plows to clear snow and ice from city streets and bike lanes.
b. GPS equipment. The commissioner shall require all snow plows to be equipped with GPS technology and that such GPS technology is actively transmitting locations during snow plowing operations.
c. Preservation of GPS data. The commissioner shall preserve data from GPS devices in use during snow plowing operations. All such data shall be posted to a city website for archival purposes within 5 days of snow plowing operations. Any GPS data stored by the department from snow plowing operations that occurred prior to the enactment of the local law that added this section shall be posted to a city website no later than October 31, 2027. All such data shall also be made available for bulk download.
d. Posting of snow plow operational information. Not later than October 31, 2027, the commissioner, in consultation with the department of information technology and telecommunications and the department of transportation, shall make publicly available on the department’s website a user-friendly map of all snow plow GPS data, including data from active snow plowing operations and prior snow plowing operations as posted pursuant to subdivision c of this section. Such map shall be updated no less than every 15 minutes during snow plowing operations, providing a visual representation of all past and current snow plow data. Users of such map shall be able to:
1. view current or historical representations of snow plowing operations by date, storm event, borough, sanitation district, and route priority category;
2. apply overlays identifying schools, hospitals, emergency facilities, and other facilities deemed critical by the department;
3. access a link on the map webpage to the underlying data required to be posted pursuant to subdivision c of this section; and
4. access revision logs outlining any changes to past snow plow data, records, route definitions, route boundaries, or system logic, including the date and reason for each change.
§ 2. This local law takes effect immediately.
