A Local Law to amend the administrative code of the city of New York, in relation to establishing limits on volatile organic compounds commonly found in building materials.

 

Be it enacted by the Council as follows:

 

Section 1. Article 13 of subchapter 19 of chapter 27 of the administrative code of the city of New York is amended by adding a new section 27-1070 to read as follows:

§27-1070.  Volatile organic compounds.  a.  The commissioner shall by rule establish limits on the concentration of volatile organic compounds permitted in carpets, carpet cushions, carpet adhesives, architectural coatings, construction materials and furnishing materials that may be used or installed in any building or structure in the city of New York.

b.  Such rules shall be promulgated within one hundred twenty days after the effective date of this section.  In developing such rules, the commissioner shall consider any widely accepted industry recommendations for volatile organic compounds.

§2. This local law shall take effect immediately after its enactment.
