A Local Law to amend the administrative code of the city of New York, in relation to equipping certain fire department vehicles with computerized summons devices
Be it enacted by the Council as follows:
Section 1. Chapter 1 of title 15 of the administrative code of the city of New York is amended by adding a new section 15-156 to read as follows:
§ 15-156 Computerized summons devices. a. Definitions. As used in this section, the following terms have the following meanings:
Computerized summons device. The term “computerized summons device” means a handheld computer that is capable of capturing information by means of a laser, camera, or other technology from a driver’s license or motor vehicle registration documents, or otherwise from a driver or motor vehicle to identify such driver or motor vehicle, and of generating notices of violation and summonses by itself or through connection to a portable printing device.
Fire apparatus. The term “fire apparatus” means a motor vehicle within the department’s fleet that is designed for use during fire extinguishment operations.
Motor vehicle. The term “motor vehicle” has the same meaning as set forth in section 125 of the vehicle and traffic law.
b. The commissioner shall equip each fire apparatus with a computerized summons device. Such devices shall be of the type that the commissioner, in consultation with the police commissioner, determines would be most suitable for quickly and accurately:
1. Obtaining identifying information concerning individuals in violation of any provision of this title or the fire code, or of any other law or rule enforced by the department, relating to parking, stopping, or standing; and
2. Generating notices of violation and summonses, in compliance with applicable laws and rules concerning the form and content of such notices and summonses, in connection with such violation.
§ 2. This local law takes effect immediately.
