Res. No. 1847 Title Resolution calling upon the appropriate committee of the Council of the City of New York to conduct an oversight hearing regarding gender-based violence among adolescents in New York City. Body By Council Member Perkins, Eldridge, Fisher, DiBrienza, Freed, Linares, Marshall, Michels, Moskowitz and Stabile; also Council Members Espada, Foster, Leffler, Robinson and Sabini Whereas, Incidences of gender-based violence shock the conscience of New Yorkers; and Whereas, The incidence of gender-based violence among adolescents is particularly troubling; and Whereas, It is and has been the policy of the Council of the City of New York to fight the causes of gender-based violence; and Whereas, A recent statement released by The Partnership to End Violence Against Women in Central Harlem underscores the issue of gender-based violence among adolescents in Harlem; and Whereas, According to the statement, national data regarding the incidence of gender-based violence among adolescents is readily available; and Whereas, For example, according to a recent study by the Centers for Disease Control and Prevention, National Center for Injury Prevention and Control, nationally, 54% of completed or attempted rapes were experienced by women age 17 or younger; and Whereas, Also according to the Centers for Disease Control and Prevention, one of every three high school students has been involved in an abusive dating relationship; and Whereas, However, according to the statement issued by the Partnership to End Violence Against Women in Central Harlem, "beyond anecdotal accounts offered by community residents, the Partnership has been able to piece together only a general overview of the problem of gender-based violence among adolescents [in Harlem]"; and Whereas, The statement issued by the Partnership focuses on Central Harlem, however, the Council recognizes that the problem has citywide implications; and Whereas, The City of New York recognizes the grave harm caused by gender-based violence, particularly among adolescents; and Whereas, Obtaining specific information regarding the incidence of gender-based violence among adolescents in the City is vital to creating strategies to address and prevent such violence; now, therefore, be it Resolved, That the appropriate committee of the Council of the City of New York conduct an oversight hearing regarding gender-based violence among adolescents in New York City.
