Summary: This bill would establish procedures for the Department of Sanitation (DSNY) once it receives at least 3 complaints of dog waste on the same city block within 7 days. DSNY would be required to either remove the waste on that block or inform property owners of their obligation to remove the waste and issue violations to those who do not remove the waste.

A Local Law to amend the administrative code of the city of New York, in relation to removal of dog waste

 

Be it enacted by the Council as follows:

 

Section 1. Chapter 1 of title 16 of the administrative code of the city of New York is amended by adding a new section 16-146 to read as follows:

§ 16-146 Removal of dog waste. When the department receives at least 3 complaints of dog waste on the same city block within 7 days, the commissioner shall dispatch employees of the department who shall either (i) remove the dog waste on that block or (ii) inform any property owner responsible for removing the waste of the property owner’s obligation to keep the location free of waste and issue a notice of violation to any responsible property owner who does not remove the dog waste.

§ 2. This local law takes effect immediately
