A Local Law to amend the administrative code of the city of New York, in relation to the disposal of mattresses and furniture.
Be it enacted by the Council as follows:
Section 1. Chapter 1 of title 2 of the administrative code of the city of New York is amended by adding a new section 16-113.1 to read as follows:
§16-113.1 Disposal of mattresses and furniture by the department. a. Any person for whom the department collects solid waste who intends to place out for collection by the department any mattress or furniture eligible for collection by the department shall request from the department a plastic bag at least three mils in thickness within which such mattress or furniture shall be placed prior to placement on a sidewalk or other designated area or receptacle for collection. Such bag shall be constructed in such a manner and be of such size as to readily contain the mattress or furniture to be disposed of and be able to be securely sealed after a mattress or furniture is placed inside. Such bag shall be provided by the department within three business days of a request and the department shall also provide a decal or other sticker in a bright color which shall have printed on it in letters at least three inches in height the legend “Caution! This Bag May Contain Bedbugs” or the equivalent in English and such other language as the department shall deem appropriate for the location where such mattress or furniture shall be set out for collection. Such bag and decal shall be provided at no charge.
b. Any person who requests a bag and decal pursuant to subdivision a of this section may make such request through either the 311 service center or by telephone or in person at any office of the department.
§2. This local law shall take effect sixty days after enactment.
