A Local Law to amend the administrative code of the city of New York, in relation to establishing ferry service to LaGuardia and John F. Kennedy International airports

 

Be it enacted by the Council as follows:

Section 1. Chapter 3 of Title 19 of the administrative code of the city of New York is amended by adding a new section 19-309 to read as follows:

§ 19-309 Airport ferry service required. a. The mayor shall ensure that regular ferry service is established and maintained to LaGuardia Airport and John F. Kennedy International Airport and shall designate either a city agency or a contracted entity, as such term is defined in section 22-821 of this code, to manage or operate such service.

b. Such ferry service shall:

1. Include ferry terminals at or near terminal a or other suitable locations at LaGuardia Airport and at suitable locations at John F. Kennedy International Airport;

2. Provide regular passenger ferry transportation between such airports and appropriate locations throughout the city;

3. Include appropriate landside connections between ferry terminals and airport facilities to ensure walkable access for airport passengers and employees;

4. Be integrated with the city's existing ferry system to the maximum extent practicable; and

5. Be operated in a manner that minimizes impact on existing marine and vehicular traffic in the vicinity of such airports.

c. The mayor shall, where appropriate, ensure coordination between the designated agency or contracted entity and the Port Authority of New York and New Jersey in implementing such service and establishing appropriate fare structures and frequencies of service.

d. The mayor shall ensure such ferry service is operational no later than January 1, 2026.

§ 2. This local law takes effect immediately.
