A Local Law to amend the administrative code of the city of New York, in relation to tracking the disposal of lead water service lines

 

Be it enacted by the Council as follows:

 

Section 1. Subdivision d of section 24-309.1 of the administrative code of the city of New York, as added by local law number 65 for the year 2019, is amended to read as follows:

d. 1. No later than June 1, 2019 and every June 1 thereafter, the department of environmental protection shall provide to the council and the mayor an annual report containing information on the following:

[1.] (a) Locations of all known lead water service lines;

[2.] (b) Efforts underway to replace lead water supply mains and service lines; and

[3.] (c) The status of public outreach and education efforts on the prevention of lead contamination.

2. No later than June 1, 2027, and every June 1 thereafter, the department of environmental protection shall include in the annual report required by paragraph 1 of this subdivision information regarding the lead water service lines that were replaced by the department of environmental protection or its contractor in the 12 months prior to the report. Such information shall include, but not be limited to:

(a) The address of each location from which each lead water service line is removed;

(b) The quantity of lead water service lines removed from each location;

(c) The dates on which each lead water service line was removed from each location.

(d) The name and address of the facility where each lead water service line was stored after its removal, if such lead water service line was stored before disposal; and

(e) The name and address of the facility where each lead water service line was disposed of, or otherwise left the control of the department of environmental protection or its contractor.

§ 2. This local law takes effect immediately.
