Res. No. 1781 Title Resolution calling upon the New York Power Authority to reconsider locating its proposed ten gas turbine electrical generation facilities to sites outside of the City of New York or using alternative methods of electrical generation that do not contribute to air and health quality problems. Body By: Council Members Espada, Carrion, Eisland, Freed, Linares, Lopez and Rivera; also Council Members Fisher, Foster, Harrison, O'Donovan, Robinson, Robles and Rodriguez Whereas, The New York Power Authority ("NYPA") has proposed to build ten new gas turbine electrical generators throughout the City of New York in order to meet energy demands for this upcoming summer; and Whereas, NYPA has not prepared a full environmental impact statement of the proposed plants, but rather, has issued a negative declaration on each proposal, finding that the facilities will have no adverse environmental impact; and Whereas, NYPA's proposed plan has been subject to criticism for its lack of meaningful public review and for putting the normal regulatory review process on a fast track in order to meet a June 1, 2001 deadline; and Whereas, In response to its critics, NYPA has stated that unless such plants are built, New Yorkers will face possible brownouts or blackouts and that the City will face similar problems that the State of California is experiencing with its deregulated electric market; and Whereas, Recognizing the City's need for power should not mean ignoring environmental concerns that surrounding communities may have to endure as a result of NYPA's proposed plants, particularly in relation to air quality; now, therefore, be it Resolved, That the Council of the City of New York calls upon the New York Power Authority to reconsider locating its proposed ten gas turbine electrical generation facilities to sites outside of the City of New York or using alternative methods of electrical generation that do not contribute to air and health quality problems LS #3918
