Res. No. 2136 Title Resolution calling upon the City of New York to insure that any adverse environmental impacts associated with the World Trade Center disaster are minimized with regard to the people living and working and the children attending school in the area. Body By Council Members Freed, Carrion, Clarke, Linares, Michels, Quinn and Sabini; also Council Member Foster Whereas, Many of the people who are living and working in the area surrounding the World Trade Center (WTC) are not satisfied with how government agencies are handling the cleanup; and Whereas, Residents, workers and advocates have expressed concern about the lack of coordination between City, State and Federal agencies and the lack of information, on environmental and health issues and debris removal at Ground Zero and the neighborhoods surrounding it; and Whereas, Critical health and environmental issues have developed which include the quality of the air and water, the comprehensiveness of the air testing that has been conducted and the general impact of debris removal and clean-up procedures caused by such things as increased truck traffic and street cleaning; and Whereas, Many people live and work in the area surrounding the WTC and many children attend schools located there as well, and the City should work to limit the impact of the removal of the WTC debris on residents and students at nearby schools; and Whereas, The City should limit the diesel emissions of the trucks that transport debris to Pier 25 and idle there, as well as that of the cranes used for debris handling because the pollution they create further exacerbates air quality problems; and Whereas, The operation of debris removal at Pier 25 has been especially problematic in light of its location adjacent to a large residential housing complex and near several public schools and when the trucks reach the pier the debris is deposited into a barge and additional debris is released into the air; Whereas, The City should containerize the debris transfer at Pier 25 to minimize the debris from becoming airborne into the community; and Whereas, The City should minimize the noise created by the removal of the WTC debris, particularly when transported near and through residential neighborhoods; and Whereas, The City should minimize the reintroduction of particulate matter into the air by removal efforts at the WTC site; now, therefore, be it Resolved, The Council of the City of New York calls upon the City of New York to insure that any adverse environmental impacts associated with the World Trade Center disaster are minimized with regard to the people living and working and the children attending school in the area.
