No. 286).

WHEREAS, the City Planning Commission filed with the Council on September 26, 2002 its decision dated September 18, 2002 (the "Decision") on the application submitted pursuant to Section 197-c of the New York City Charter by the New York City Department of Housing Preservation and Development for the disposition of city-owned property located at 148/50, 152 and 154 Buffalo Avenue and 1694 and 1696 Bergen Street (Block 1356/Lots 46-48, 23, and 24), Sites 2b and 2e), within the Crown Heights Urban Renewal Area, Community District 8, Borough of Brooklyn, (ULURP No. C 020633 HDK) (the "Application");
WHEREAS, the Application is related to ULURP Applications Number C 020631 HUK (L.U. No. 284), amendment to an urban renewal plan; and C 020632 PSK (L.U. No. 285), a site selection of property;
WHEREAS, the Decision is subject to review and action by the Council pursuant to Section 197-d(b)(3) of the City Charter;
WHEREAS, upon due notice, the Council held a public hearing on the Application and Decision on October 15, 2002;
WHEREAS, the Council has considered the relevant environmental issues and the Negative Declaration, issued on February 25, 2002, (CEQR No. 02HPD006K); and
WHEREAS, the Council has considered the land use implications and other policy issues relating to the Decision and Application;

RESOLVED:
The Council finds that the action described herein will have no significant effect on the environment.
Pursuant to Section 197-d of the City Charter and on the basis of the Application and the Decision, the Council approves the Decision.
