A Local Law to amend the administrative code of the city of New York, in relation to the inspection and enforcement of street numbers on buildings
Be it enacted by the Council as follows:
Section 1. Chapter 1 of title 25 of the administrative code of the city of New York is amended by adding a new section 25-102.3 to read as follows:
§ 25-102.3 Street number inspections. a. Inspection during routine inspections. The commissioner of housing preservation and development and the fire commissioner shall, during any inspection of a building conducted pursuant to their respective authorities, inspect such building for its compliance with the requirements established by the director of city planning pursuant to subdivision d of section 198 of the charter.
b. Agency enforcement powers. Where the commissioner of housing preservation and development or the fire commissioner determines that a street number is not posted on a building, or is not posted in accordance with the requirements established by the director of city planning pursuant to subdivision d of section 198 of the charter, such commissioner may enforce such requirements in accordance with rules promulgated pursuant to such subdivision.
c. 311 complaints regarding building numbers. Complaints to the 311 customer service center alleging that a building lacks a posted street number or that such number is not posted in accordance with the requirements established by the director of city planning pursuant to subdivision d of section 198 of the charter shall be referred to either the department of housing preservation and development or the fire department. Upon receipt of such complaint, the receiving agency shall inspect the building described in the complaint within 60 days to determine whether a violation exists. If the inspecting agency determines that the building is not in compliance, such agency shall take appropriate enforcement action consistent with subdivision b of this section.
§ 2. This local law takes effect on January 1, 2027.
