Resolution calling upon Mayor Bloomberg and the New York City Department of Sanitation to cancel plans to build a Sanitation garage at 60 Nostrand Avenue in Brooklyn within Community District 3, due to the environmental harms that would occur to people who live, work, or attend schools in the immediate vicinity of the proposed facility.

Whereas, The New York City Department of Sanitation plans to construct a garage on a 2.46 acre site in Brooklyn Community District 3, which is bounded by Warsoff Place, Park Avenue, Nostrand Avenue, and Flushing Avenue, part of which is currently occupied by Monroe Bus Company, a major transportation provider to the communities of Williamsburg; and
Whereas, The garage would be built across the street from, and about 400 feet from, the Marcy Houses, a 1705-unit development of the New York City Housing Authority with 5,000 tenants; and
Whereas, The garage would be located about 25 feet from Yeshiva Bnei Shimon Yisroel, a school attended by several hundred elementary school boys; and
Whereas, Businesses in close proximity to the proposed garage employ approximately 300 people who could be negatively impacted by this facility; and
Whereas, Subsequent to the approval of this garage through the Uniform Land Use Review Procedure, which became final on December 26, 2001, the character of the immediate area around the proposed garage has changed substantially, especially due to an explosion of housing construction and planned construction in this previously non-residential location; and
Whereas, It is well understood by the citizens of Community Board 3 that a Sanitation garage needs to be sited in Community District 3, but there are other viable locations to place the facility with more compatible land uses; and
Whereas, The garage will present an immediate threat to the families, students, and businesses who live, attend schools, and/or work in the neighborhood due to the operation of large numbers of trucks, which emit noxious fumes and may threaten pedestrian safety; and
Whereas, This facility is no longer appropriate to site within this residential community; now, therefore, be it
Resolved, That the Council of the City of New York calls upon Mayor Bloomberg and the New York City Department of Sanitation to cancel plans to build a Sanitation garage at 60 Nostrand Avenue in Brooklyn within Community District 3, due to the environmental harms that would occur to people who live, work, or attend schools in the immediate vicinity of the proposed facility.
