Summary: This bill would require the commissioner of the Department of Transportation (DOT), in consultation with the Department of Small Business Services (SBS) and the New York City Economic Development Corporation (EDC), to conduct a study on the feasibility of providing ferry service to Inwood in Manhattan. The DOT commissioner would be required to issue a report to the Mayor and Speaker of the Council on the findings of this study.

A Local Law in relation to a study and report on the feasibility of providing ferry service to Inwood

 

Be it enacted by the Council as follows:

 

Section 1. a. Definitions. For the purposes of this local law, the following terms have the following meanings:

Commissioner. The term “commissioner” means the commissioner of transportation.

Department. The term “department” means the department of transportation.

b. Inwood ferry service feasibility study. The commissioner, in consultation with the department of small business services and the New York city economic development corporation, shall conduct a study on the feasibility of providing ferry service to Inwood, in the borough of Manhattan. Through such study, the commissioner shall:

1. Assess the feasibility of creating 2 ferry sitings in Inwood, one at the beach marina along the Hudson river and the other on Sherman creek;

2. Identify local benefits that may result from any such sitings, including the impact on travel times to midtown Manhattan, or other destinations, for nearby residents;

3. Identify logistical challenges involved from any such sitings, including but not limited to any challenges concerning the availability or utility of currently existing piers, and the depth and navigability of such waters;

4. Propose possible solutions, if any, to the identified logistical challenges; and

5. Estimate the projected costs associated with any such sitings and implementation of any proposed solutions to logistical challenges.

c. Report. No later than 1 year after the effective date of this local law, the commissioner shall submit to the mayor and the speaker of the council, and post on the department’s website, a report on the findings of the study required under subdivision b of this section.

§ 2. This local law takes effect immediately.
