A Local Law to amend the administrative code of the city of New York, in relation to requiring the department of homeless services to report on the placement of families with children into shelters
Be it enacted by the Council as follows:
Section 1. Chapter 3 of title 21 of the administrative code of the city of New York is amended by adding a new section 21-335 to read as follows:
§ 21-335 Reporting on shelter placement of families with children. a. Definitions. For purposes of this section, the following terms have the following meanings:
Families with children. The term “families with children” has the same meaning as set forth in section 21-329.
Families with children under 3. The term “families with children under 3” means (i) families in which all children are under 3 years old and (ii) families that include a pregnant individual and no children.
Shelter. The term “shelter” has the same meaning as set forth in section 21-329.
Shelter placement. The term “shelter placement” means the placement of a family with children into a shelter, excluding any transfers from one shelter to another.
b. Report. 1. No later than 1 year after the effective date of the local law that added this section, and every year thereafter, the commissioner shall submit to the speaker of the council and post on its website a report on shelter placement. Such report shall include, but need not be limited to, the following information:
(a) The number and percentage of families with children that were placed in a shelter in the same zip code as their last address prior to shelter placement; and
(b) The number and percentage of families with children that were placed in a shelter in a zip code adjoining the zip code of their last address prior to shelter placement.
2. All information shall be reported citywide and by the borough where families with children resided immediately prior to shelter placement and shall be disaggregated by:
(a) Families with children under 3; and
(b) Families with children in which any child is at least 3 years old.
§ 2. This local law takes effect immediately.
