Res. No. 1144 Title Resolution commending New York State Governor George Pataki on his decision to grant clemency to former New York City Police Lieutenant Patricia Feerick and calling for a pardon for Feerick and fellow officers Myra Schultz, John DeVito and Orlando Rosario. Body By Council Members Dear and Oddo; also Council Member McCaffrey. Whereas, Former New York City Police Department ("NYPD") Lieutenant Patricia Feerick was sentenced to two consecutive one-year prison terms after her convictions for misdemeanors for a 1990 incident in which she and three other police officers attempted to reclaim a stolen police radio from known drug dealers; and Whereas, The police radio, stolen during an earlier riot-like situation, was being used to harass police officers and monitor police communications; and Whereas, The primary witnesses in Feerick's trial were admitted leaders in the Purple City gang, which is involved in drug trafficking and has been implicated in numerous murders; and Whereas, Former Lieutenant Feerick reported to Rikers Island on September 21, 1999 to begin serving her sentence along side drug dealers, murderers and other criminals, some of whom she had helped to take off the streets of New York City; and Whereas, Lieutenant Patricia Feerick had an impeccable and stellar record during her service in the NYPD; and Whereas, Patricia Feerick is licensed to practice law and nursing and is the loving mother of two young children who deserve to know the benevolence of their mother; and Whereas, New York State Governor George Pataki granted clemency to Feerick because the "request by this highly decorated officer and mother of two children deserves to be granted"; and Whereas, Governor Pataki, in granting clemency to Feerick, honorably and admirably used the powers vested in him as Chief Executive of New York State to grant leniency in certain cases; and Whereas, Feerick was one of the NYPD's finest officers, whose selfless efforts to reduce crime and make the streets of New York safer for all its citizens, residents and visitors must not go unrecognized; and Whereas, Former officers Myra Schultz, John DeVito and Orlando Rosario, all previously considered officers in good standing, have all been convicted for crimes stemming from the 1990 incident; and Whereas, The governor can further rectify this miscarriage of justice by granting Patricia Feerick, Myra Schultz, John DeVito and Orlando Rosario a pardon; now, therefore, be it Resolved, That the Council of the City of New York commends New York State Governor George Pataki on his decision to grant clemency to former New York City Police Lieutenant Patricia Feerick and calling for a pardon for Feerick and fellow officers Myra Schultz, John DeVito and Orlando Rosario.
