A Local Law to amend the administrative code of the city of New York, in relation to education and outreach about Legionnaires’ disease and disease outbreaks
Be it enacted by the Council as follows:
Section 1. Chapter 1 of title 17 of the administrative code of the city of New York is amended by adding a new section 17-194.2 to read as follows:
§ 17-194.2 Outreach and education on Legionnaires’ disease. a. The commissioner shall establish and implement an educational and outreach campaign to raise awareness about Legionnaires’ disease. This campaign shall, at a minimum, include information about:
1. Increased risk of disease for vulnerable populations, including older adults, immunocompromised individuals, individuals who have chronic heart, lung, kidney, or liver disease or diabetes, and individuals who smoke or vape;
2. Preventing exposure and the spread of the disease;
3. Testing mechanisms and requirements;
4. Recognizing and reporting symptoms to medical providers;
5. Seeking medical care and treatment; and
6. Reporting and monitoring disease outbreaks.
b. The commissioner shall conduct outreach tailored to healthcare providers to encourage discussion about Legionnaires’ disease with patients who are at particular risk of Legionnaires’ disease.
c. The commissioner shall make available on the department’s website all educational materials developed as part of the outreach and education campaign. Such materials shall be made available in English and in the designated citywide languages, as defined in section 23-1101. The commissioner shall review such educational materials on an annual basis and update them as needed. The commissioner shall distribute such educational materials to hospital departments and primary care providers in the city for distribution to patients that may benefit from such materials.
d. The commissioner shall increase educational and outreach activities prior to and during the summer months and when Legionnaires’ disease outbreaks occur. These activities shall include press conferences and briefings.
§ 2. This local law takes effect immediately.
