A Local Law to amend the administrative code of the city of New York, in relation to prohibiting the department of social services from disclosing shelter addresses

 

Be it enacted by the Council as follows:

 

Section 1. Chapter 1 of title 21 of the administrative code of the city of New York is amended by adding a new section 21-156 to read as follows:

§ 21-156 Prohibiting disclosure of shelter addresses.

a. Definitions. For purposes of this section, the following terms have the following meanings:

Member of the public. The term “member of the public” means a natural person or entity and does not include: (i) a city employee providing supportive services to individuals living in shelter; (ii) a not-for profit employee, in contract with the city, providing supportive services to individuals living in shelter; and (iii) and any individual or family residing in shelter.

Shelter. The term “shelter” means temporary emergency housing provided to homeless adults, adult families, families with children, and runaway and homeless youth by the department or by a provider under contract or similar agreement with the department.

b. The department shall not disclose the addresses of shelters to any member of the public unless such disclosure is required by state or federal law or by local law enforcement.

§ 2. This local law takes effect immediately.
