Resolution calling upon the Metropolitan Transportation Authority to relieve overcrowding at the First Avenue subway station of the L train by constructing a second subway entrance at Avenue A and 14th Street to permit access to the eastern end of the platform.

Whereas, The L train station at First Avenue and 14th Street in Manhattan has only one entrance and exit; and
Whereas, Fourteenth Street Manhattan east of First Avenue has no subway entrances although Avenues A, B, C, and D and connecting streets are heavily residential; and,
Whereas, Stuyvesant Town and Peter Cooper Village extend East of First Avenue and would also be served by this new entrance; and
Whereas, The access to the street at the western end of the platform at First Avenue and 14th Street has become increasingly crowded; and,
Whereas, On an average weekday at this subway station, between 1997 and 2001, the NYC Transit Authority reports that the number of passengers paying to enter the turnstiles increased by 50%; and,
Whereas, In 1997, 9,996 passengers entered the station on an average weekday and by 2001, the number had reached 15,042; and,
Whereas, The number of persons exiting the station has also grown, but are not counted; and,
Whereas, This subway station is the first stop in Manhattan for riders from Queens who work on the East Side of Manhattan and want to make connection with the First Avenue bus; and,
Whereas, This stations like other stations in Manhattan could benefit from having an entrance at both ends of the platform; now, therefore, be it
Resolved that the Council of the City of New York calls upon the Metropolitan Transportation Authority to relieve overcrowding at the First Avenue subway station of the L train by constructing a second subway entrance at Avenue A and 14th Street to permit access to the eastern end of the platform.
