The information required to be reported by the proposed legislation would include: • The number of new cases and the prevalence of HBV and HCV infections, and the top five causes of HBV & HCV in new cases; • Demographic information (e.g., age, gender, neighborhood, borough, national origin, race and ethnicity) of persons infected with HBV and HCV; • The number of deaths where HBV or HCV was a factor, the number of new liver cancer diagnoses, and the number of liver cancers diagnoses that overlap with HBV or HCV; • The number of people in a DOHMH-operated or contracted program or a Council-funded program who are receiving care at various stages; • Information relating to the number of HBV vaccine doses given and completed; and • Information relating to DOHMH’s HBV and HCV-related funding, outreach efforts, and program outcomes, as well as best practices in addressing HBV & HCV prevention, treatment, care, outreach and education. This bill requires the DOHMH to review all treatment of inmates for particularly serious injuries, including injuries to the head or other serious physical injuries. The DOHMH would be required to report all such injuries to agencies that have the authority to investigate them: the Board of Correction, the Department of Investigation, and the Investigative Division of the DOC. The bill would also require the DOHMH to report on the number of such injuries they treat on a quarterly basis. The bill would also require the Investigation Division of the DOC to investigate all such injuries, and to report on the outcomes of these investigations at every step of the process, including any disciplinary steps taken against staff who cause such injuries. The bill also requires the DOC to report on the number of such injuries that are incurred by inmates on a quarterly basis. The bill also imposes parallel reporting requirements for incidents in which inmates assault Correction staff: the DOC must report on all injuries and serious injuries incurred by staff due to an assault by an inmate on a quarterly basis, must refer all such physical injuries to the Investigation Division of the DOC, and must refer all such serious injuries to the District Attorney’s office with jurisdiction over the alleged assault. The Departments of Correction and Health and Mental Health must meet at least yearly to address issues with the crisis intervention program. For historic districts the time period would be two years from the time the property is calendared. Lastly, the bill would require LPC to make a determination on whether to designate items (both individual landmarks and historic districts) that are currently on the calendar within 18 months of the effective date of the local law. The proposed legislation would permit press vehicles to park where parking or standing is otherwise prohibited (except where prohibited to all motor vehicles) and would provide that they are not required to use an authorized payment method for a metered parking space or comply with any sign indicating a time limit for such metered parking. These rules would apply only if at the time of parking the operator or any occupant of the vehicle is actually engaged in the covering of a news event or a matter of public concern. These notices would need to be arranged by borough of residence, and include the name, last residence address, and birth date of each person for whom a certificate was issued. The bill would also require the specified agencies to consult the Social Security Death Index administered by the Social Security Administration and update their records on a regular and continuous basis.
