Summary: This bill would require the Mayor, the Comptroller, the Public Advocate, the Borough Presidents, Council Members, and high-level agency staff to report on any meeting they attend with a registered lobbyist. The reports would be publicly available on the elected official or agency’s website, updated at least once per month, and would include the name of any lobbyists in attendance, the lobbyist’s client, the date of the meeting, and the subject of the meeting.

A Local Law to amend the New York city charter, in relation to requiring certain covered public servants to publicly report meetings with lobbyists

 

Be it enacted by the Council as follows:

 

Section 1. Chapter 68 of the New York city charter is amended by adding a new section 2608 to read as follows:

§ 2608. Reports on meetings with lobbyists. a. Definitions. For purposes of this section, the following terms have the following meanings:

Covered public servant. The term “covered public servant” means any elected official and any public servant charged with substantial policy discretion as established by rule of the board.

Lobbying activities. The term “lobbying activities” has the same meaning as set forth in section 3-211 of the administrative code.

Registered New York city lobbyist. The term “registered New York city lobbyist” means any individual who appeared in the online lobbyist database maintained by the city clerk, or a successor registry, at any time during the calendar year preceding the meeting.

b. Each agency shall publish on the website of such agency a list of all meetings attended by a covered public servant at which a registered New York city lobbyist was present and engaging in lobbying activities. Such list shall be updated at least once per month, and shall include, in chronological order:

1. The date of each such meeting;

2. The name of each registered New York city lobbyist in attendance;

3. The name of each client such lobbyist was representing at the meeting, if any; and

4. A brief description of the subject matter of the meeting.

§ 2. This local law takes effect 120 days after it becomes law.
